Rt. Hon. (Ambassador) James Shuaibu Barka stands as a seasoned public servant whose career spans more than two decades of legislative leadership, executive responsibility, and diplomatic service.
Born on September 8, 1961, in Kalaa village, Hong Local Government Area, he entered politics in 1998 at the invitation of his people.
He has represented Hong Constituency in the Adamawa State House of Assembly, risen to Majority Leader and later Speaker, briefly served as Acting Governor of Adamawa State (February–April 2008), held the post of Nigerian Ambassador (notably to Tunisia), and currently represents the Gombi/Hong Federal Constituency in the 10th National Assembly, where he serves as Vice/Deputy Chairman of the House Committee on Commerce.
Veteran Legislative Experience Brought to National Service
Barka’s long legislative apprenticeship at the state level prepared him exceptionally well for federal work.
As Majority Leader in 2003, he moved a significant motion that restructured key state commissions.
As Speaker, he sponsored and facilitated numerous bills and motions affecting students, entrepreneurs, farmers, civil servants, women, children, and the security sector.
A landmark achievement was the legislative facilitation of the Kulinyi Development Area, which brought government closer to the grassroots in Hong and contributed to the broader creation of development areas across Adamawa under successive administrations.
As Acting Governor, he demonstrated decisive executive leadership by clearing the political deck and introducing practical reforms, including constituency allowances in the budget and a substantial increase in the Assembly’s running costs to enable members to execute capital projects.
These experiences—procedural mastery, institutional reform, and the ability to balance legislative oversight with executive delivery—now inform his contributions in the National Assembly.
In the 10th House, he has leveraged this background to move motions of urgent public importance.
In March 2024, he raised a motion on killings and displacement in communities such as Dabna in his constituency, calling for enhanced security deployment, community-based strategies, and support from the North-East Development Commission for affected persons. He has also moved motions addressing flood devastation and its impact on agriculture and infrastructure.
Through his role on the Commerce Committee, he participates in oversight, public hearings (including those on enterprise risk management legislation), and efforts to strengthen Nigeria’s commercial and economic environment.
Empowerment and Constituency Development
Barka’s record of grassroots impact is substantial. In his earlier legislative years he facilitated:
– The provision of 44 boreholes across villages in Hong Constituency (including remote communities such as Holma, Uding, Pathanga, Barkari, Kwatau, Kubtava, and others).
– Road construction (Babalmidila-Pella-Maiha Road) and multiple electrification projects with transformers.
– Health upgrades, including the elevation of Cottage Hospital Hong to General Hospital status and the yearly provision of free drugs in clinics.
– Educational improvements such as classroom upgrades under UBE programmes, the establishment of new primary schools (Kala’a ‘B’ and Balanga), and related infrastructure.
– Agricultural support through the distribution of free fertilizers and water pumps for irrigation farming, plus monthly financial assistance (in the range of ₦2–3 million) to constituents in need.
– Sponsorship of both Muslim and Christian faithful on pilgrimage.
As a federal representative he has continued this focus. In late 2023 he rolled out a palliative programme targeting over 10,000 constituents with rice, noodles, beddings, mattresses, detergents, and cash to cushion the effects of fuel subsidy removal.
In July 2024 he launched Phase 1 fertilizer distribution across 12 wards in Hong LGA for peasant farmers. In 2025 he organized Ramadan food relief (rice, sugar, oil, spaghetti, and related items) for vulnerable families and secured federal government appointments for constituents in institutions including the Nigeria Police Force, NTA, and Federal University of Agriculture.
A Treasure to Adamawa and His Constituency
Barka’s combination of deep local roots, high-level legislative and executive experience, and diplomatic exposure makes him uniquely positioned to serve both Gombi/Hong and the wider state.
He understands the security challenges, agricultural realities, and infrastructure gaps of his rural constituency and has consistently used legislative tools—motions, committee oversight, and project facilitation—to address them.
His long record of attracting development projects, supporting farmers, expanding access to water, health, and education, and providing direct relief has made him a reliable bridge between the people of Hong and Gombi and both state and federal resources.
As a veteran legislator who has held nearly every major role available to a state lawmaker before ascending to the National Assembly and its Commerce Committee, Barka brings institutional memory, procedural competence, and a practical focus on delivery.
For Adamawa State and the people of Gombi/Hong Federal Constituency, he remains a resourceful and experienced representative whose career continues to translate high office into tangible support for communities.
